Recruitment requirements exist to demonstrate that no Canadian worker was available. Advertising in the wrong places, or for too short a period, invalidates the effort entirely.
Wage must meet or exceed the prevailing wage for the occupation and region. Underpaying relative to the median is one of the fastest routes to a negative decision.
Once a worker arrives, compliance continues. Employers must keep records and be ready for an inspection for six years.
